After every typhoon, the news often reports on mountainous areas becoming ‘isolated islands’ due to road and bridge collapses, as well as water and power shortages. When the situation is not too severe, mountain residents can still walk down to seek help. However, in the worst cases, they can only wait inside for the roads and bridges to be repaired and for water and power to be restored. Taoyuan City’s Fuxing District is one of these high-risk disaster areas, where it’s always a possibility that it could become an isolated island.
