The Legislative Yuan has yet to begin reviewing this year’s central government budget. Opposition parties, the Kuomintang (KMT) and the Taiwan People’s Party (TPP), argue that the Executive Yuan failed to allocate funding in accordance with laws passed by the legislature, including legislation providing pay raises for military personnel.
The Executive Yuan, however, maintains that the national budget must be formulated based on the country’s overall development needs, a responsibility that falls within the executive branch’s constitutional authority. It argues that the legislature cannot use ordinary legislation to effectively dictate budget allocations and compel the Executive Yuan to fund spending for specific groups.
